Probably better fix in the long run and may also improve performance a bit by letting you run in 'fake fullscreen'/borderless windowed mode - install One Tweak[www.nexusmods.com] (requires SKSE.)
(Also, there's a reasonably useable browser in the Steam Overlay, works fine for most sites, googling info, UESP, youtube, reddit, steam forums, etc, so if you're mostly alt+tabbing out to your browser, you might want to try that out - easiest way to open it is to click 'view discussions' which is kind of in the middlish bottom right when you open the Overlay - I think you need to set up a home page for new tabs, it's pretty straightforward.)
When you are outside of the game, double click on the skyrim icon in the task bar. If it doesnt go back in the game, press alt + tab once more, and double click again. Make sure to pause the game via Esc before alt tabbing otherwise you get two cursors when you go back in
