So you should be able to travel back to Winterhold to find it under seige and then you finish the quest.
The Red Eagle quest for instance. I found the sword before the quest. Then got the quest. Took it where it's supposed to be, and completed the quest. Decided to keep it, and took it back
After that, every time I ran into that book, I would get the quest again.
How did you get into Labyrinth? I thought you had to use the torus or whatver that the Arch Mage gives you to unlock the door.
Got me. Normally, you would go to Saarthal, come back and then stuff happens. Then the thingie gets brought back to Winterhold. Then Ancano does his thing, more stuff happens, then you're sent to Labyrinth with the torus.
Generally, each step of the quest has to occur. If you've been given the torus, try going to Labyrinth and unlocking the door and entering. Then check your map and see if the College of Winterold has disappeared from youir map. If it has, just go back to Winterhold.
If not, try going back to where the staff was and see if there's another. There should be ghosts when you show up at Labyrinth, after receiving the quest.
When I got a quest from the Mr. Worf looking librarian in one game I played, I already had the books he wanted. Started the conversation then exited the dialogue screen. Went back into dialogue mode and the 'here's the books' option then showed up.
If that doesn't work, try doing a search on Staff of Magnus, Ancano and variations.

The only place the torus goes is in the door. If it was removed from your inventory once you got it, it should be in the door of Labyrinth. I just finished that quest Tuesday. I'm pretty sure that in previous playthroughs it was still in the door.
Usually, once you unlock a dungeon door with a quest key, it stays unlocked. Your only hope other than a search, is to go back to Labyrinth and try to trigger the actions I described.
If it isn't, you got bit by an untrapped bug. Your only chance of not ripping your hair out is to do a search on that quest and the items.
