Go to your My document/MyGames/Skyrim and open up your SkyrimPrefs

Search for bEnableFileSelection=0

It should be 0, change it to 1

1. Go to Documents/My Games/Skyrim and open the SkyrimPrefs.ini file using Notepad.
2. Under the [Launcher] category write "bEnableFileSelection=1" in a new line. If "bEnableFileSelection" is already there, simply change its value to 1.
3. Now open the Skyrim Launcher, click on Data Files and select all the files so that the game loads them.

I've had OPs problem happen to me many times and "bEnableFileSelection" is never there. It doesn't have the value of 0, it simply doesn't exist.

1. Are you sure you chose the correct file?
2. Did you save it?
3. Do you have these files set to Read-Only?
4. If you said Yes to the first two questions and No to the third question, there's no way it can't work.
