try setting the stage for the quest instead of just trying to reset the whole thing.
Instead of starting to mess whit console.
This is a Bethesda game. In ALL Bethesda games, you save often. Not by quicksave or autosave, do a HARD save often. (Especially if you decide you are going to play with the console, hard-save twice.)

This should reset the quest to 0, then you set the quest to the ending where you should have feasted on the body of Verulus.
If you want the "Oblivion Walker" achievement, I'm sure only the daedric quest have to be completed (da11 in this case). If you want the ring as well:
player.additem 0002c37b 1
Probably (not 100% sure about this), you want to do this last command before finishing the quest. So, first reset, then additem, at last setting stage (to right end)
Maybe (again not 1005 sure) you have to "complete" the intro-quest, too. Before doing all the other things. You mentioned, that you failed right at the beginning. That could have effected the entire questline. My advise would be:
resetquest da11intro
setstage da11intro 20or
setstage da11intro 200
(both should work)
resetquest da11intro
setstage da11intro 20
resetquest da11
player.additem 0002c37b 1
setstage da11 100

But I had the same problem however managed to fix it hopefully it works for you too
I tried resetting the quest, stage and all that stuff. (I didn't want to just add the item because one I didn't know if that would give me the Oblivion Walker achievement and two I like knowing I worked to get the item.)
So to get to the point I think the thing that worked for me is to revive Eola, and then talk to her again
To do this open the console command on PC and type
Prid 0001BB8E
if you're unfamiliar with this command does it will focus further commands onto Eola so then type
recycleactor
then to be safe go into the hall of the dead (because that's where I was) and type
moveto player
while still having your commands focused on Eola, speak to her at first she called me the champion of Namira and keeper of the ring which I obviously wasn't but after that I spoke to her again and she was saying some other crap but I chose the option "I want no part of this" and it gave me the quest again
Other stuff I did incase you want to make sure it works, after I reset the quest using Sinistra's reply (resetquest da11intro, setstage da11intro 20, resetquest da11) I went to speak with the innkeeper at Markarth (I forget his name, starts with a 'K') and he mentions about the hall of dead being closed (but that dialogue didn't give me the quest), I also reset Brother Verulus and Thongvor Silver-Blood because they are meant to be seen having an argument outside the hall of the dead this argument didn't happen for me but might be worth trying for you

I don't know if you have already fixed your game but if not try all this and if anyone else has this problem I hope either mine or Sinistra's instructions help you out
