Other option is he is disabled or deleted in this case you will need to spawn a new one, this can be achieved easily by using the console:
help 'NPC'sNAMEHERE' 4
This will return a list of id's you can scroll with page up/down
look for the NPC and it's id then do
player.placeatme HisNPCID

I suggest starting a new game or loading up an old save where he is still alive/there, then do this:
Player.MoveTo 00080B20
This will teliport you to him, report back your findings if you can see him this will rule out a mod issue.
