You still need to actually put the cloaks into the game. Still following along? The cloak Meshes (basically the 3d models) and the cloak Textures (basically the colors) must also be put into your Data\Meshes folder and your Data\Textures folder respectively.
It's easier to understand if you open the Cloaks mod and look at all its folders and you compare this to Skyrim's folders. It'll start to make more sense.
I have put mesh and texture folders in data folder (I did not have separate mesh/texture folders before that since it is first non-workshop mod I am installing and those did not create any new folders) I also seem to have similar problem with every single texture mod that is not from workshop :/
So, I take that you did not use mod manager? I would recommend using either NMM or MO - maybe NMM in your case. Installing and especially uninstalling mods with managers is a lot easier.

If you encounter exact issues with Cloaks of Skyrim, then you can tell us about that. Nazenn is currently managing those mods. I can catch him from either through Steam chat or Discord, if needed.
