Not Able to Find/Talk Kleppr to Start The Quest: The Taste of Death

Title states it all, when I go to the Silver-Blood Inn, Kleppr is not there, I don't know if he died in a brawl there or if there was a quest where I had to kill him, this file is literally years old lol. so I couldn't find him in the Inn so naturally I spawn him in, yet he won't give me dialogue options like, renting a room, or latest rumors. he just says randoms quotes when you try to talk to him. Instead it's his Wife that has the rumor telling, but it doesn't talk about the Hall of the dead and Brother Verulus and so I cannot progress with the quest to the get the achievement of 15 artifacts. I know it's my last one as I check my completed questlog, it's not completed. And if you say spawn in the ring for the achievement, tried that, didn't finish it lol. Is ther anything I could do or do I have to start a completely new file?

if you used placeatme command to spawn him he's just a duplicate. if you can't find npcs it is best to use player.moveto (that will work as long as NPC is alive)

thanks for the idea! After killing the Imposter Kleppr and paying off the bounty I tried the command with the Base ID and that did nothing so I then moved onto this Ref ID and I was then stick in a Softlock Loading screen. I think we can conclude he is dead.

Just go in and talk to the priest. I have never had to get a 'rumor' before. This is after 50-60 playthroughs.

Funnily enough I actually talked to Brother Verulus before trying to find Kleppr and he'd always try to talk me (Honestly just wanted to kill him but game doesn't allow it) saying about how the city is wealthy and such only giving me two dialogue options, one about the city or hall of the dead or Arkay.
