So what exactly is his story?
I mean there's tons of really strong and just-random guys that you can run into exploring that will attack you because Skyrim... but most of them at least have some convenient note or journal (especially the ones that are in houses)... Drelas, though... doesn't.

He kinda feels like someone who was supposed to be important in a sidequest then had the sidequest nixed and just got left in anyways.

Drelas is a strong mage don't let him fool you. But once you kill him, you get a free house(cottage) out of it. That's the perk.

It's possible. Bethesda cut a lot of content from the game before release, for some things because they ran out of time, money, it didn't make sense and/or seemed too extra, or it made the game too demanding on consoles and mid-range devices like some laptops and computers.

I'm probably wrong, as I've never exactly looked into these claims myself and more just heard about them on numerous occasions.

Bethesda also put out a quiet mod but never released it where the content that was left out CAN be added to the game, but may cause a but of slowing down on the game. But it includes leaving and going to Cyridiil and back for a few quests and some other things plaus several thousand lines of dialogue added about marriage, love fighting and that sort of thing.
