If you like, you may. It is not required.

If you do, take Lydia with you. She help with some things along the way.

So there's nothing else like a recommended level?

No, but there is a very tough creature you'll need to get past. It may be more than a match for you at that level. I usually don't head up there until I'm about level 12 myself, and have at least one Paralysis poison. Not to mention being able to conjure a Fire Atronach.
You gonna die :l

Or you get high and use a bow, have done that a few times.
A fire weapon works too.

I usually clear out Helgen and the barrow across from the inn in Ivarstead before climbing the steps.

It's dangerous to go alone. Take this.

Any fire enchant weapon, healing spell and lots of dodging will see you through!

Or you can just enchant an iron dagger with fire and try your luck climbing the steps naked.... a little bit of Metal Gear sneaking, a little bit of luck and if all else fails, make a run for it!

Or get up on that rock and use a bow.

I'd recommend you to level up until level 10+ since there are pretty strong creature waiting to kill you at the 7000 steps. Perhaps leveling through dungeons which will be part of some sidequest that is available by the companions (In whiterun) or helping the villagers in riverwood (they have a pretty decent sidequest to beat so try it yourself)

i also recommend you to start helping jarl balgruf in whiterun so you become the jarl's thane, which will make lydia available to become your follower. And also buy some potions in arcadia's cauldron in whiterun

I was waiting for this.

It's not like you have to kill everything in your path.
