Console Commands for advancing stuck quests

Where can I find those commands? I have 2 quests currently that are "stuck" and won't advance.

First: Repairing the Phial : obtain a briarheart. went there killed him took the heart. Nothing advanced and the quest is stuck there.

Second: Marks of Dibella: Got the 3 marks but when I confront Helga with them, there is no dialog for the quest. It is stuck there at "confront Helga with the marks"

Any help with these would be appreciated. Seems like I get one or two stuck quests every time I play thru. Never the same one(s). This is my 29th tour through Skyrim.

do you have the USLEEP patches installed ? i'm fairly certain most of these bugs were fixed,before using the console make a backup save just in case things go wrong

I appreciate the help here. I don't have the USLEEP patches installed. (at least I didn't install them) I have the Hearthfire and Dragonborn DLC along with about 40 varied mods that are mostly homes, armors weapons, and character enhancement such as CBBE, Lucious Faces, Apache Hair. etc.

I checked the web links and noticed that I probably need to D/L and install the official skyrim patch and probably the unofficial one as well. The problem I am seeing with the repair the phial quest is addressed right in the official patch.

install them they fix so many bugs,then make a Bashed patch,using Wyre Bash, also use LOOT to sort you're load order you problems will decrease
