Dont forget to tell LOOT to sort.
So personally, this issue was coming from both the Bashed Patch and DynDOLOD, the camera data in the esp files were set to 0 for some reasons, so we'll need to change that.
In order to do this, open TES5Edit, then right click -> select none, and double click on Bashed Patch, 0.esp.
Wait for the loading to finish, then click the + just next to Bashed Patch, 0.esp on the left pane to expand, repeat with Worldspace, then click on Tamriel.
Now scroll down to the MNAM - Map Data section on the right pane, and look for Camera Data. Here make sure these values are correctly set for the last column (Bashed Patch, 0.esp).
Min Height : 50000.000000
Max Height : 80000.000000
Initial Pitch : 50.000000
These values should be the same for every column (every esp) that already has values set. If it's blank, leave it.
Now you can close TES5Edit and make sure your changes are saved (check Bashed Patch, 0.esp).
Repeat the same process with DynDOLOD.esp if you have it.
If all went well, your map should be working just fine.
As a bonus, here are some tweaks for your Skyrim.ini, under the [MapMenu] section :
fMapWorldMaxPitch=90.0000 (allows you to look straight forward, set to 180 to look up to the sky)
fMapWorldMinPitch=0.0000 (allows you to look down on the map)
fMapWorldYawRange=400.0000 (allows you to do a 360, higher value possible, but also higher chances for your game to crash)
Now this is all the help I can provide, I hope it was useful.
Edit : Quick update, I think the issue is coming from Wrye Bash, setting the values to 0 when building the patch. DynDOLOD just copies those values when you run it, but if you adjust the values in Bashed Patch, 0.esp before running DynDOLOD, the values in the DynDOLOD.esp should be just fine. But why Wrye Bash sets those values to 0 is still a mystery to me.
Excellent! Just had this problem in SE after spending what felt like a day installing mods. When everything was set up, i started playing and the first time I opened the map I was like "............"
With your tip I found that one of my mods "Enderal Music for Skyrim SE" had the "Map Data" section, but the rows for the 3 values were missing entirely... and as luck would have it, it was the last Mod with "Map Data" in the load order before I made DynDOLOD and WryBash. Guessing that's what f'ed it up.
Added the Values to "Enderal Music", afterwards I re-ran DynDOLOD and WryBash and it worked like a charm. Probably would have sufficed to change the load order, so the faulty entry isn't the last one? Dunno.

I Dunno where the Bashed Patch got 0 from since the other records it pulled in had the correct values set - only the freaking patch had 0.0.0 respectively.
