Item enchantments are mostly random. You need to find or buy a weapon that has Paralyze enchantment on it. Then you will destroy the item in enchanting table, which will teach you the enchantment.
Enchantment level of the original item does not have any take on how strong enchantments you can make. That is governed by your skill and the size of the soul you are using.
First stage is to select the item. Next is to select the enchantment. Then select the soulgem you wish to use and set the level of enchantment. All of this is done in a table.
Only weapon that is guarenteed to have this enchantment is Chillrend, but it can not be disencahnted.
And to cast paralyze he would need need to be Expert L75 in Alteration ... or close to that before being able to buy that spell.
also note setting the actual enchant to a single second will give you lots of charges on the weapon and enemy's will be out much longer..first getting stiff...falling over and getting back up making that single second last much much longer.
Paralyze doesn't work on all enemies. Some creatures are completely immune and others become immune at higher levels.
Rather than looking for an enchantment, you might be better off just making a Paralyze poison for your weapons. Combining Canis Root, Imp Stool and River Betty will give you a poison that causes significant health damage as well as paralyzing your opponent. If you have the Hearthfires addon, those are all ingredients you can grow at your home near Morthal.
You could've just added a weapon with the paralyze enchantment with Console Commands...
