Woah there, cowboy - the version of DirectX a given game uses is up to the game, not the OS. The d3d9.dll file located in the game directory is required by wrapper-based ENBs, and the one in your Windows system folder is even more important.
Frankly I suspect the easiest solution is to get rid of the Creator Update (this hasn't been the first complaint about it), though I do hear tell that it shouldn't break an injector-based ENB setup.
I would refresh steam, and make sure you're set up for the beta updates ... I just have a feeling there's going to be a few bugs here and there as they figure out what MS did to us again :)
the bad news is we're all going to get the update eventually. I might opt in sooner and see what it does to my install as well.
It's downloading now ... I'll let you know if it messes with my enb setup the same way.
If I'd opted to install 10 (I didn't), I'd be inclined to wait. Microsoft knows there are issues and specifically warns against manual installation[www.google.com], so it's likely they'll be releasing some fixes over the next month or so.
Besides if I need to put a warning in the ENB guides, or a work around, I first have to understand the problem.

They're a low percentage, but still: be confident that you can restore your backups if need be.

Thanks for the info! The one thing I didn't try was taking out SKSE, and I have been using compatibility mode for Skyrim due to several previous suggestions to do so.
Ultimitely I opted to roll back the update after I discovered several other compatibilty issues with older software. Doing so allowed me to run my original setup again as if nothing had ever happened, so I can confirm that the update was involved somehow. Thankfully Windows 10 includes a button in the Recovery Center to automatically "Restore the Previous Version of Windows".
