When you have logs at the house, you can see the pile of logs ..and looking at it will show how many logs there are. Then when you start to build on the workbench sawn logs will be deducted from the amount of logs you have at the house.
So You do not buy Sawn logs ... only actual logs ... and any that you saw your self don't count as far as I have noticed. Unless you have a mod that changes that.
I know how the system works I just cant actually talk to lumberjacks about logs. As in the text option actually doesnt come up

IT gives clear instructions about which mills will sell Sawn Logs ... but you need to get their disposition up ... and ssome you cannot get sawn logs from.
OK so I went to that link and saw this "You may occasionally not be able to buy logs from the usual vendors. ?
This is due to the needed faction not being set on the vendor (BYOHLumberVendorFaction, ID: xx009ba5).
Fix: Go into the console, select the vendor and use addfac xx009ba5 1

which i tried ingame but it doesn't work. The xx needs to be a number but I can't figure out what it needs to be for this to work
Try going there and asking about buying logs during the day. If they will deliver logs buy them.
Try several saw mills, in which hold have you done good quests where you have a good reputation?
Then if you want to get it cheaper or you want to make your own logs. You will need to increase your reputation, so that they will offer to let you cut your own logs. for that you will need to do quests for Windhelm. That means going to windhelm and talking to people and getting quests and completing them. including killing bandit chiefs or giants or running errands.
This is how to play skyrim, learning how to increase your reputation so that the people offer you benefits. If you don't understand the console then mucking with that can really mess up your game.
