Crashes in Riften Hold

So my game has been crashing a lot so I decided to remove a lot of mods. I started a new game but I always crash in the Rift Hold. I only have one mod that affects anything in the Rift Hold and it's Imperial Stone-The Forts of Skyrim Redone. However this isn't the source of the crashing as I can go near and enter forts in other areas that have been edited without a problem. I have been trying to find the source for almost a week and made no progress. It could be my load order.

EDIT: I did sort my load order with LOOT. I forgot to mention I crash when I quit the game.

You have some mods, and some mods that are not active. Do those mods you have that are not active have lose files?
And take one tour whit LOOT on that load.
You also have Modern BrawlBug patch and Enhanced blood.
Did you remove the old Brawlbug from Enhanced blood?

Do you use LOOT to sort you load order? It´s looks like you manually sort it.

I know about the weather mods and NLVA is inactive. I was using NLVA for an ENB before and deactivated it when I changed the ENB. Also I do have HDT Physics installed.

Also that weather mod is deactivated. I just never fully removed it.

EDIT: I already fully removed that mod. I have no idea why it's showing up in the load order.

I just removed the Brawlbug from Enhanced blood and none of the inactive mods have loose files. From some reason NMM doesn't always uninstall the esp when it uninstalls the mod. Also I used LOOT and that didn't work.

No it dont uninstall the esp when you disable one mod in NMM. But if you actually do chose the option to remove the mod, it will do that.
That is how NMM works.
Have you used LOOT to sort your load?

I did sort it with LOOT. Also I crash when I exit the game.
