My guess: Requiem. Apparently there's an MCM setting for it (related to poisons)?
To the best of my knowledge, they don't have the spell, they have poison. From what I've just read (googled requiem Falmer paralyse) the "animal poisons cause paralysis" toggle in the MCM should work here. Otherwise, you need to beef up your poison resistance. If you put enough points into health you will eventually get some innate poison resistance, apparently. There are resist poison enchantments. And if you're not averse to magic, the Restoration school has a resist poison spell. Plus, of course, there's potions.

OP, you know the amulet you pick up in Saarthal at the end, and there's a quest related to it? Follow that quest and you'll end up with the Gauldur Amulet. It's probably not something to be attempted at low levels, but I assume if you're trying to fight Falmer, you're not low level...
