Usually toggles it for me, though I suppose some ENB presets may rebind it.
Otherwise go to the mods page to read how to set it up and how to disable it. Have read up on the mods description page and the posts pages?

As Skyrim starts the message is shown on screen showing how to access the ENB menu.
Which ENB were you using?
Have you read how to use the ENB at the mod website?
Are you sure the FPS counter is from an ENB and not from Steam library/ settings/ Ingame/ showFps?
