There is no difference between the Legendary Edition and the original game with all of the DLCs. Ir was just a name used to describe the full bundle. So mods aren't going to work differently with it at all.
So basically to shorten all that, Special Edition does have mod support and is more stable, but Standard has more and better mods, though less stable. Special Edition also has better visuals supposedly, but that's fixable with mods if you play Standard anyway
Simple, they are pushing the Special Edition so they removed the Legendary Edition and hid the original from searches to make it harder to find.
