Missing penguins

I can't find any of the penguins- I'm not sure if I've missed something out or if it's a bug. I've gone past the bit where the Ice King says that they have gone missing- but I don't have it as a quest. I've got to the point where I can pull the plug and I've completed all the side quests apart from the herrings.

I am having this issue, I have sent an email (though it was on Christmas, I've been patient, I promise!)

Edit: Additional details, I am at the end game, the game warns me that if I continue I can't go back, so I continued to look for em until I gave up, checked the internet and found they weren't spawning at all.
