Explore or Takeover

when I go to a location I have the option of taking over should I explore it first for all the resources? Or should I just take it over? Can i even do such a thing?

Thats a good question, Im just in ACt2 so so far it makde no sense to take over for me, I just rather explore (and the daily production for taking over seemed to be underwhelming)

I use takeover to shrink my population of survivors when my town is getting too big (which doesn't happen as much these days, since I'm getting more picky in accepting people).
