The mouse I have - an Alienware AW558 - does not need to be unplugged, only the keyboard. I have not (yet) tried other USB keyboards.
So, bottom line, try unplugging various USB peripherals to see if that makes a different.
Game was completely unplayable for me with micro freezes every 1-2 seconds, even during the intro movie.
Just unplugged my keyboard and suddenly it works fine.
What a total ♥♥♥♥♥♥♥♥ of a port.
Thank you.
Maybe it's linked to the non-standard usb polling rate (and shoddy PC port).
Worth noting that these peripherals are both on the USB2 controller. I have usb sound card, webcam and gamepad on the USB3 controller yet they don't affect the game.
This how the game works with headset and ps4 controller plug up by wire.

This how the game works with no USB devices plug in and use my ps4 controller via bluetrooth.

The difference is like day in night the game still runs poorly nothing really do help that it just bad port. Better then be nearly unplayable with with drops below 12fps every time action in combat that hard on eyes.
