Devs haven't learned from the mistake or don't know about it.
Any idea how to fix it?
You an access the manual in the game directory/Manual/English/
According to the manual, "Chance to Hit" means the chance that you have to hit an enemy with the same dexterity as you. NOT an enemy with the same level as you.
This means that if you increase your dexterity, your CtH might go down, because now it refers to an enemy with a higher dexterity (and a higher chance to dodge).
This is confusing and pointless, and it doesn't give you a good indication about chances to hit the enemies that you are actually fighting against, but the problem is with the information you get in the character window, not with the effectiveness of raising your dexterity
