game is stuttering like crazy

Hi guys, have any of you tried to play this game on windows 11? I did and it barely works. it launches yes but then the framerate takes a dive goes back up and dives again- stutters like a ♥♥♥♥♥♥♥♥♥♥♥♥. Please if any one of you would find it in your heart to help me run it. I changed the compatibility settings, tried different resolution options, looked on google for solution but didn't find much .Thanks for help

The only workable solution I found was forcing the game into windowed mode, using dgVoodoo. In Fullscreen, the game performs horrendously bad and basically runs in slo-mo mode on modern systems.

Windowed makes it playable, but it still often crashes at loadings.
