Report a translation problem
I'm basing all of this off of Garry's Mod, which to my knowledge is the only commercially sold modification of the Source engine. And it follows all of these rules: only the base HL2 content is standalone. If you want anything from the episodes, TF2, Portal, L4D/L4D2, whatever, you need to have those games purchased and installed on your computer in order for gmod to use the content from them.
This is actually okay. Not debug tools, just run of the mill leftovers from Source SDK when compiling a Source mod.
