You need to get the queen over to the monster village. First do the quest chain to get the king there (starts with the slime in the village) then if you meet certain requirements, you can start that quest (starts with beating the minotaurs in the village). The requirements are:

S. Level 122+
Thanksgiving ending utilized (talk to Daliah during the ending then choose to load game before the ending)

Then you beat the minotaurs, they'll give you the moo-moo-leotard, equip it, get pregnant, talk to the queen (while still pregnant and equipping the leotard) who should have a star over her head. Then go back to the monster village (still pregnant) and the queen will be to the right of the minotaur hut with a heart. View the scene and you get the cheese.
