Report a translation problem
as this game originally came out on PSVR and then PORTED to PCVR without any fixes or real implementation.
So some things might not work correctly...or at all.
you might have to go online and look around, as this headset was only originally to be played on the first gen oculus and first gen vive, and then index came out soon after. but didn't get much fixes other then controllers.

Don't expect any updates or fixes to this part of vr, as it was abandon years ago and its no longer getting any content.
As already said, I hoped on SteamVR compatibility, because really most other games run nearly without issues on PSVR2.
Ok. I will google a while if I find something usefull I will report it here...

Found a alternative openvr_api.dll.
Think this is not illegal because it is not a file created by Rockstar themself.
The link: https://github.com/LibreVR/openvr/releases
Replace the original file in the game library with this one.
Now, close SteamVR (Steam still open), log into Rockstar Launcher an start the game from there!
It is imporant to do this exacly this way!
Now, the Rockstar Launcher fires up SteamVR and loads the game without the error.
So far. Next challenge are the controllers. This game is made for Oculus controller. Perhaps it is possible to create a custom configuration.

Hi I solved the problem pretty easily if you have fallout vr so copy the file openvr_api.dll igronize that file is larger than l.a. noire: the vr case files openvr_api.dll. i.e. copy and paste. Merry Christmas

Just hopped on to say thanks to you, pal, cuz it worked and it allowed me to play on Pico 4.
As for the controllers, I just pressed the steam menu button (PS button) and chose controller bindings, and made it active to one of the others (I think I chose index controllers or something). I just had to manually set the "Pause" action to access the menus. Though I think you can access the menus by pointing at your in-game watch and pressing the trigger.
