1) Open your Nvidia Control Panel
2) Go to manage 3D settings and then select the Program Settings tab
3) Wait for the drop down list to populate and select LA Noire VR from the list. If it is not in the list click add and find the LA Noire executable.
4) Under the Select Prefered Graphics card drop down select you Nvidia Card
5) Save and close and try LA Noire again
Probably. I guess in my case it was using the integrated instead of the dedicated card.
It is fairly odd and almost insulting that I've been put through a loop of oxymoron support. Becuase out of the 20+ VR titles I own, this is the only one that just legit refuses to turn on.
Its almost as bad as Mircosoft support: "Did you restart your computer? did it work? Noo well oh well it's your problem, buy a new PC!".
Eeverytime you deal with support they press me to attach this stupid log file. I've been asked to attach a new log files so many freaking times!! A it's hilarious each time I send them a new log it says the same damn thing EVERY FREAKING TIME, ITS THE SAME!
Go C:\Users\User\Documents\Rockstar Games\L.A. Noire VR and open settings file.
Change Fullscreen option to "Fullscreen:NO". Then save file*s settings. That's all.
Works for Oculus Rift. Firstly I downloaded the LA Noire Fix for Oculus and then fixed the launching problem with tricks above.
My computer specs: Intel i5-6600K 3.5ghz, Gtx1070, 16gb ram, Win10 Pro 64bit.
In December Tier1 supported stated that my issue would be prompted to Tier2 support. Then 3 months go by with my ticket still open, and no response from support at all. Suddenly 3 months later without resolving my issue they have now closed my ticket.
They've jerked me around for 4+ months with my support ricket and it's just unexacaptable. I refuse to spend any more time or money into any future rockstar products!
Could you reopen the ticket?
I had similar situation with this support group but refunded the game after 10 days of stupid and unacceptable answers...
This works for me. I have no idea if it'll work for you but I thought I'd share.
When you turn on steam and plug in your VR Headset, SteamVR kicks on almost automatically. Not all the time, but, usually.
NOTE: This is on my Valve Index. I have no idea about anything Oculus or HTC Vive.
Here's my work-around. Turn off SteamVR, then start the game. After I did that, the error message didn't come up and I was able to play the game just fine. Once the game screen turns on SteamVR will automatically restart itself and everything will work.

The first two minutes are me basically fiddling with files and such getting it to work. 35:25 is where I explain you have to have SteamVR off before you start the game.
I'm gonna make a new thread about this as well and HOPE this is the one-fix-for-all. :D
Thanks! This worked for me. Was trying to play with my Oculus Quest (with Oculus Link), had to manually install Rockstar Game Launcher and log in and then make sure Steam VR was closed when launching the game.
