Game instantly crashes on Windows 11

Once I run the game (even with dgVoodoo) the game instantly crashes with the following information in the Event Viewer log:

I tried running in compatibility mode of Widows XP but no success - steam does not allow the game to run manually (only from the steam UI).

Anyone faced the same issues?

do you perhaps run it on the outdated 23H2 build of Windows 11? I run the latest 24H2 and it works flawless here
