When you join a campaign your seats are moved from the previous campaign to the new one.
You can also manually move it in the menu without needing to load the campaign
Typically you would only need to purchase the amount of seats as there are players in a given campaign that require one. Assuming no-one else owns the full game and you never play with more than 5 people (yourself included) you would only need to have 4 seats as you can move them to whatever campaign is currently active.
If you want to share your seats with multiple campaigns that people are playing at the exact same time then you would need more. But typically, the only reason you would really need to purchase 15 seats is if you have a single session where you have 15 players joining that do not own the game.
