I never found it, but apparently it's on the approach to the Giantwood in the Peak of Weep. Go to Vigil's page online (not on the Steam app itself) and check guides, and there will be a map guide. Check the overworld map near the Giantwood: it's very close to the Monazite merchant. I'd give you written instructions here, but the instructions to get there aren't actually very clear or easy to follow. Checking a map while knowing the general direction will be far easier for you.
