What to do after lights is being off?

I can't go downstairs because of blocking, and i can't see anything in my apartments because of darkness, What I have to do after lights being turned off?

XD Yep there is a flashlight. Also what to do is you go out of your appartment and at the end of the halway when you enter the stair well there is a matenance room switch on the Black fuse switch and slide it to the right.
