I know there is limited functionality on Linux, but I wouldn't call WMR "working" by any stretch for penguins.
If you want to use WMR, Win10 is the only way to do it.
Edit: It is also to be notes that Oculus minimum spec is now also Win10. Upcoming features and enhancements will often be Win10 exclusive. Same for the Vive.
There really isn't any way around the fact that Win10 is being built to support VR, with core features that are useful to developers and users alike.
If you want VR at this point, Win10 is the way to go.
