So I got it working obviously.....I have no idea what was wrong other than the problem was within the Windows 10 OS. Not only did i reinstall windows 10 I had to do it for a 6th time before everything loaded right. The Update system for windows broke several times, and trying to fix that was just as frustrating as the vr problem. I kept getting to the last 1709 update and saying it installed but needed a restart. You would restart, and tit would tell you you still needed to restart, I did the whole thing over again and again. tried many fixes but none worked. The 6th time I made sure not to touch anything until ALL patches were updated, I did not install ANY DRIVERS until Windows had had all security patches etc, I did not so much as open a browser while it was patching (ignore the slection to go to desktop while updating...TOUCH NOTHING)......and FINALLY everything is working. This seems to be a massive flaw with Windows Update, as the typical user is going to install things, update drivers etc. But it seems like once you do any of that the Windows update system has just as likely a chance of breaking everything as updating.....and if it does, There seems no way to "fix" the issues. I tried everything stoping update related services renaming software distribution dirctories various fixes on the MS help forums.....but ONLY a reinstall did the trick. I am creating a restore point, but really think i just need to make a disk image......because at this point I have very little faith in the Windows Update system.
The good news is the Samsung WMR works great. I do notice steamvr titles are way way more choppy then I expected....I think the overhead, needs to be way tighter. How much of that is SteamVR, WMR or what I couldn't say. Also after playing for awhile it becomes increasingly more unstable....ESPECIALLY the SteamVR home. GEVR continued to run well but the moment I went back to steamVR home it was seizure time. However the Cliffhouse was mostly still smooth. I really hope Google Earth does a WMR version.
Either way it takes rebooting (say a prayer) to really get everything 100% again.
So yeah one of the updates broke MS wether it was within DirectX or WMR, drivers or what I couldn't say but it seems tied to the KB4058258 update the most now. MANY MANY people are having problems with this update breaking during install and stuck in a forever needing to restart loop. I hope I have helped in some way. If there' anything more I can do log wise, or otherwise to help (short of breaking it again) I will be glad to help.....Currently I am not using the special beta just standard wmr for steamvr, and standard steamvr, would opting for betas help with chopiness at all?

Thanks to your help we narrowed down the issue you had to the DirectX call, so I'll monitor that in case anyone else has the same problem. Hopefully with SteamVR beta you can just sit back and enjoy your Odyssey
motherboard gigabyte x470 aorus gaming 5 wifi,
Windows 10 Home, Ge Force 1070 Ti
Samsung Odyssey is visible by WMR, Samsung HMD Odyssey Setup, but not by Steam VR and even Steam VR beta.
Can you please help/advise?
