New WMR user, GTX 1060, bypass Cliff House?
So I'm an experienced VR user with a Vive and GTX 1080ti. I've got tons of SteamVR games and they work just fine. With Lenovo's recent sale price ($200) I put my brother onto WMR, knowing all the pros and cons (love in the inside out tracking). He has a system that exceeds the minimum specs (recent i7, plus a GTX 1060). Note that I'm a big fan of the Windows Mixed Reality approach and hardware, in general and I want it to succeed.

But as a standard 'consumer' he's had a pretty frustrating experience so far, with Windows updates, Bluetooth, and other challenges. The remaining issue, is that on his relatively low-spec system, it seems the only way to launch Steam VR is in tandem (or from), the Cliff House. Correct me if I'm wrong, but doesn't this tax the hell out of his low-spec system, to run BOTH Cliff House and SteamVR + Steam Games? I've noticed that Steam VR home stutters whereas Cliffhouse is rock-solid. He has the latest updates, drivers, and brand new, out-of-beta SteamVR plugin.

It really does not bode well for the platform if MS's attempt to force an interface inherently causes performance issues for SteamVR. Do others have this problem? Is there a way to launch SteamVR games without Cliff House? Also, anyone know how to exit the frigging VR system (while having the headset on)? There's no mention or documentation of this anywhere.... Thx....

I will offer my 2 cents here, I apologize if it doesn't directly address your concern but I think it's relevant to your interests. I have to pause the cliffhouse mirror that appears on the desktop, which keeps the Windows Mixed Reality portal open but stops mirroring the view from inside the headset. Once I paused the mirroring, I noticed games would run better. I think you need to have the Windows Mixed Reality app running in order to use Windows Mixed Reality for SteamVR. You just don't need to have the mirror running. Pausing the mirror display increased my performance a bit.

What's the best practice to get to my steam house from the cliff house? right now it's walk around the cliff house, find the desktop, resize it, squint to find steam icon, double click, find steam minimized in the toolbar, double click that, scroll library to find steam vr.. click that, click 'launch', then walk around to find the new window, click on it, dissolve(cool).. hang out in limbogridland. now in SteamVR house(butterflies!). walk to the big screen. click the 'turn on' button...

for me it works fine:
I only start the game I want in Steam VR Mode and SteamVR and the WMR-enviroment start up. For me the WMR window doesn't mirror anything. It shows the standby screen and only the games mirror their output. The only "glitch" is, that SteamVR reports a mirrored display (I have a two screens extended desktop). But It usually works fine.
The only real problem I have (thats no glitch anymore), that doesn't have anything in common with your problem, is that eveytime I want to use the headset, I need to restart the computer to recognise the (HP) Headset.

I just use the windows button on the controllers to launch desktop and select the game from steam, or I just launch the game from steam with or without home running. Either way it should launch the game.
