how to disable Software keyboard aka Microsoft Text input application?

I've returned my HMD and I'm trying to revert the associated changes

on reboot I have a virtual keyboard that shows up on the bottom 1/3 of my primary monitor. If I start typing w/physical keyboard it disappears.

I have
- uninstalled Mixed reality software
- disabled developer mode
- checked Start->Settings->Ease of Access->Keyboard and On-Screen Keyboard = Off

How can I disable this feature?

I see the same when the headset is disconnected too. Annoying.

I decided to revert to a system restore point before the HMD setup.

It's a known bug with the fall update.

This just started showing up in the task manager with the latest Windows 10 update.
Now how to get rid of it?

Edited: I am not using VR or the virtual keyboard and it is unchecked in the settings but it is still running "Microsoft Text input application" in the background which it never was before.
