Shimmer skins (glowing skins for dinos that came later) are only given to winners of media contests that were held shortly after each dino was released. Once the skins are released, it is no longer possible to get them.
When dinos with shimmer or glimmer skins breed, there is a chance that the glowing portion will get mixed into the offspring's skin. There is also a very small chance for the offspring of any dino to mutate a glowing layer on their skin. This is the only way for players who do not possess shimmer and glimmer skins to obtain a glowing skin of their own.
This is HUGE misinformation.
First of all, Singleplayer/LAN hosted servers were removed due to them getting more and more broken every update as the game focused on the multiplayer. This is the same reason why AI like the "Demon Acro" were removed from FI, overtime the code became outdated, it was unorganized and basically spaghetti.
As for skins being purchasable after Early Access, this is wrong. Shimmers are Event only, Glimmers were given to Donors of the game, with Rune/Sacred being "secret" skins given to people in the know-how.
The Devs have expressed their distaste to DLC multiple times in both the Steam forums and Discord server, and have no plans on ever doing so. If new skins are added, they are often Event skins.
