Asking how to get the skin isn't going to lead anywhere.
it was more a question of the mechanic of it, if its something to do with ingame things rather than the likes of shimmer/glimmer skin awards
since op seems to suggest translation works which would then have nothing to do with ingame mechanic unlocks but rather community works outside of the game

There is no mechanic to get the skin, the devs contact you and give it to you if you met their requirements by granting your account access in the same way that a shimmer or glimmer can be exclusive to a person. I wasn't doing a "smart" reply, I was just telling the person the situation regarding the skin.
So please stop being passive aggressive for no reason. The OP asked a question and all I did was reply to it the best way I could. Even I don't own the skin, if that is what you were getting at.

So its not obtainable by ingame unlocks through random actions. its more of a "manual" kindof thing given by devs when you do something unknown via other means
