Is it normal for everything to be so dark?
I can barely see where I'm going most of the time, even during the day. Is this just part of the game or do I need to adjust my monitor?

It's dark in caves for me but other than that the game is always bright and clear for me. I see the game has a "sunset" and "sunrise" at times, but the only time I see it's "night" is when I see the moon. It never goes dark. Maybe the servers I use have adjusted the day/night cycle?

Hit tilde (`) and type "gamma X", where X is a number between 3 and 5. That will brighten things for you. The game really shouldn't be so dark this is necessary but, it is, so use the gamma console commands to avoid putting yourself at a disadvantage.
