Nothing is meant to be untouchable either, it really sounds like you think velo shouldn't be able to touch an "apex" in general
A velo can die in 1 or 2 hits depending on whether sturdy wants to be nice, one bite from a rex and you're either dead or your health is too low to risk going in again without getting yourself killed
The devs know about the stress issue at larger growths
And technically they're only killing one server ;)
In all seriousness though, that's..pretty much how it goes for everything, my friend. Almost everything has the capacity to kill the other species--or at least stand a chance--even the small Velociraptors. That's just how the devs wanted this game to work, to make it more interesting. Would you rather have the small creatures be totally useless and have the servers be nothing but unkillable T.rex gods?
Also, like DJZ above said, those Raptors were specifically nested in to have amazing talents, and are all decently sized. Not all Raptors are so skilled or so strong, and definitely not invincible. They have all kinds of weaknesses, it's just up to you to figure them out.
I suggest you do what I did and spend some time in combat mode. Someone always picks velo eventually, so you get plenty of opportunities to learn the matchup. It really helps.
You don't know how to kill a single velo? Yeah, understandable, they are noob killers and they easily prey upon the weak and unaware, which by your salt seem to be, however, this is why you join groups. Also the devs are working on an anti ankle biting defense for rexes
let's close this off by acknowledging this is basically saying TF2's scout should be nerfed because while there is ton of evidence that if you can hit the scout, salty players say scout is OP because they "can't hit him", while the only thing that is saving him from being completely dead is speed and his size, same thing with the velo.

If you're getting attacked by Raptors, run to water. Even if it's shallow water that you can stand in, the Raptors will more often than not be forced to swim if they get into it because they're so tiny in comparison, slowing them down and giving you time to turn around and kill them.
Alternatively if there's no water nearby, you can also try running forward and immediately hitting the brakes so they'll end up in front of you.
