Painting with only noteriety doesn't generate any facination nor does it make 'more' noteriety so you're safe.
You don't have indefinite immunity though. Each time it grabs notoriety it has a chance to displease the board. Displease them twice and you lose the job. It's actually best used to build up funds before you do expeditions, while you're just buying and studying books and recruiting members since these don't generate notoriety.
I wish it had a cool down, much like how noteriety wares down and fades over time, this 'displeasure' should fade after 200 seconds.
The way I see it, the only notoriety you can't avoid are the ones generated from expeditions. Everything else has a safer, usually slower, alternative that doesn't create notoriety.
Since notoriety usually slows your progress (you don't want to risk generating more) anything that can destroy notoriety is a major asset in progressing the game, regardless of other consequences.
I'm not disagreeing that you should exploit the board position to make money before you "spend" the card, I was debating whether it's worth saving it for your asccension or not. I think not, as you can in most cases ascend with little or no notoriety generated in the process. The key components needed for every ascension seems to be a powerful lore piece and a powerful tool - both of these are in most cases only gained from the highest-level expeditions. So the faster you can get to those, the more you cut down the game's grind. It wasn't as noticeable on my first few playthoughs, but the middle part of the game (building your cult and finding the rigth lore/artifacts) is both very long and can be very sloggish.
