How do I find a new headquarters?

I have had a few runs where I somehow got cards that would allow me to establish a larger cult. However I ended up losing. Upon restarting, I finally was able to maintain a stable system but no matter how much I explored I only ever found the moonlight explore card and hirelings... Is there something else I'm supposed to do?

Some Vaults give potential Headquarters cards. Morland's shop, once you've bought all the books, can also become a Headquarter.
