Gifts, it says, combat Resentment, so that's one reason to give a gift anyway.
So far I know only one and a half possible sources - failing an affair (and there is no reason to even have one in first place!) and maaaaybe Rite of Mother's Mercy (description sounds like the assistant will probably survive - I would be pissed then).
Anyway, as to OP's statement: There are three levels of Tools that can be gifted. 4, 8, and 12 Aspect. These give +1, +2, and +3 respectively, per (again) digging into the files.
A +3 gift is enough to make a single Disciple capable of managing most summons of their Aspect, though I think I'd rather have the 12 tool as a general rule, instead.
There's almost no reason to ever bother with 8 in an Aspect, and Gifting a 12 tool to a Follower to get them to 8 is a massive waste. Almost everything in the game is gated to 1, 5, and 10, and so there is no difference between 5 and 8. The only real exception is Snare creation, which is 0, 3, 7, 10.
Since every summons requires 2 of something, you can, let's say, gift an 8 edge tool to your key.
Suddenly, now all you need is 1 lore of specific strength and your key to summon a Hint, Percussigant, or Maid-in-the-Mirror.
Scars can help, sure, but you can only get knock, edge, and winter. If you have a Forge Exalt and you gift him an 8 lantern tool, now you can summon King Crucible with just the 6 knock lore and your exalt.
Or if you have a Grail exalt and you gift them an 8 Forge tool, now you can summon Ezeem with just 6 knock lore and your exalt.
When you only need lore+1 follower to summon, you get a great way to burn influences like dread or fascination.
In conclusion: tools of other aspects are awesome.
Result: Moth cult with an Assassin (according to the message that came up when I sent him on cult business).
Rites? I don't use them. :P
If you don't use rites, you're never going to finish the game, as you need a rite to do that.
Also, summons are more powerful then your cultists.
one becomes able to toolbox any edge summon i need, the other can vomit out raw profets to make evidence a non-issue forever.
it especaly helps that you never need more than 2 edge/moth for anything thus the bullet/doll is a fine tool if needed.
but yeah. Unless you're gifting cross aspected tools of at least level 2, there is almost no mechanical benefit to gifting anything to your followers. Even resentment seems a nonissue. Through all my many descents, I've had someone become resentful of me once.
