Still killing the Foe and then reaching high comfort is quite easy. Reaching high comfort with Foe alive is harder.
I think you can get obscurity by sacrificing pentiments at Velvet shrine? So, theoretically, you can gather pentiments, then get to city with cats in it, and hold your ground while building up comfort. And then cash those pentiments in for obscurity.
But i got Velvet House Victory with normal False Trail. I had around 10 Obscurity in the end.
You need 30+ Cash (for buying houses) and/or some comfort-increasing items. Send your ally for the False Trail mission, then go yourself. With 30 Cash there is high chance you'll get your False Trail before Reckoners appear. Start Recon immediately after arriving, your targets are Villas and Townhouses. Offices are good too, but Warehouses are waste of money.
You may want to start some operation with opportunity for 3 Subtlety as soon as you get your first house, to get more Obscurity and more time.
