Summons require Rites. Lore cards give hints to recipes you can use. It's a fairly major part of the game, so you'll want to start playing with them sooner rather than later probably. Just slotting some cards into a Rite will also give hints for recipes.
For Dragon, summon a Maid in the Mirror to end her. She doesn't have Mystic or Tenacious, so a high end Mansus spirit like a Maid will make short work of her.
