As for your second suggestion, talking to my nemisis, that is just what I wound up doing. The resulting Noteriety wasn't really a problem for me at that time. AND luckily I only had to do it once due to triggering a Moth event shortly afterwards that gave me a Restlessness.
1 - A Sickness season event will snag one Health and turn into an Afliction. If you let the Affliction run out, it'll turn into Decrepitude. Work with Decrepitude (begging on the streets) has a reliable chance to produce Dread.
2 - White Door. The open spot has a chance to give Restlessness. If you let Restlessness decay, it'll turn into dread.
3 - Stag Door: The Ascent of Knives area has a chance to give Winter influence. If you let Winter influence decay, it'll turn into Dread.
4 - Spider Door: The Chamber of Ways area has a chance to give Moth influence. If you let Moth influence decay, it'll turn into Restlessness, which in turn turns into Dread after decaying.
5 - Talk to a Hunter about Winter lore: Whether you're successful or not in driving them insane, you'll generate Dread.
Also, a few other safe ways of getting influences:
6 - Painting: Painting with a Moth pigment will yield a Moth influence, and painting with a Winter pigment, will generate Winter influence. Those were explained earlier.
7 - Studying: Books that give high level lore (5+) of anything other than Lantern will almost always give a piece of Dread by reading them (Lantern lore gives Fascination instead). Confirmation needed on this one, because I think some Moth lore can give Fascination instead.
And lastly, if you're desperate, you can always visit the Ecdysis Club and pray for the RNG.
