Talk Verb

So, started a game as a member of the institute....figured out how to get passion and am moving along....except for the life of me I can't get the talk verb to show up.....which means I can't meet aquantinces....which means I can't even start my cult. What am I doing wrong?

There is a red Verb with a hook on it. You must sacrifice a Reason to it.
