I suppose it's fair that it shouldn't be easy to obtain. I suppose it might even be fair that it might not always work (although that would probably require a modified version of Damning Evidence to make it clear to the player that an attempt to appeal to authority had indeed been made, but had failed, so ... extra art and coding there to create something that was functionally identical to Damning Evidence while still being visually distinctive to the player).
Buuuuuut.... I think it's too useless.
It either needs to be easier to get, but less likely to be successful.
Or, much harder to get, moderately successful, but with no expiration timer.
Alterantively, it should have a characteristic that allows it to be used in rites (so at least it's got SOME use).
Anyway, functionally useless as is, but may that's the intended behavior.
