Is he meant to be a nearly indestructible killing machine?

He's the most basic Hunter (equivalent of the nameless minions you can recruit) as far as I've seen. Sounds like just bad luck. Try Assassins or summons with high Edge, at least 8 to be safe.

he has survived multiple professional muscle and I forget the exact edge level of the summon he took out, but I'm pretty sure it was higher than muscle. Fascination and dread had no effect on him either.

I think you can talk some of the hunters away with fascination or dread?

Otherwise get Moth minions to eat tentative evidence each time, either hireling or a devious summon (IIRC forge/winter? says it makes a smoky minion) will do it. "Dammit McCloud, we know this guy's guilty, but we can't PROVE it! Get me something that will stand up in a court of law!"
