When you go to upgrade a follower it tells you what level of aspect your cult's main aspect must be in order to upgrade them. I believe it goes 2 -> 7 -> 21 (it may be 2 -> 7 -> 8 for regular pawns). The amount of aspect is additive from the follower, lore, and trappings, so it is easier to raise a follower who has the same aspect as your cult over one that has a conflicting aspect.
Other followers can only achieve 5 of their aspect. (Unless they get a scar related to their aspect)
