It does seem to stack them much more aggressively lately. Are you on gateofhorn? I started to notice it once I switched to the beta, but maybe that's a coincidence.
I like making the masterpieces, and I sometimes think I failed but it's really under a stack of passion and glimmer cards. And on my 4th try I'll think "I'm really unlucky today."
I've also started trying to keep a "buffer" around the activities. So I'll have a row of the static activities that never disappear, and then I try and move each of the temporary ones to a specific spot (they seem to remember where they were before to a degree) spaced out near the top of the table.
But yeah, towards the mid to late game it gets a lot harder with the table so busy. I'd prefer the activities not pushing your cards as well.
If the temporary activities reappear at the same place then next time I'll try to arrange them more carefully next time then. I had given up on moving them and naturally let them gather near the center of the table.. ( https://steamcommunity.com/sharedfiles/filedetails/?id=1729604586 )

I have them along the top and then a buffer area between the verbs and my cards. Mostly keeps things from getting pushed onto the cards so they scatter.
